sticky bolt on BSA

Once you have the action off/open, use a 12G bore brush to give it a good cleaning. A tooth brush also works in a pinch. :D

Check for any burrs or rough spots on the inside of the action. If you seen one that isn't too bad, and you feel comfortable enough to do so, smooth it out. Any gunsmith would also be able to do this for a reasonable price.
 
A heavy degreaser like brake cleaner would fit the bill, I'd just want to be sure it's not going to hurt your finish. If after degreasing it's still sticky, then this is a rough/off machining situation and the bolt body can be lapped, I lapped a CZ527's bolt body into the receiver and it made a world of difference, smoothest bolt gun I own now.
 
Two things to look for...
If there is a scope mounted make sure the mounting screws are not too long.
Next would be to check that the bedding screws are long or the action has been over-tightened in the stock, binding the action.
 
Look for scuffs on the bolt body. If there are any, then you will find the same in the receiver from whatever offending obstruction is causing the bolt to stick. A flashlight will make the shiny part very apparent.

This advice is for when cleaning doesn't seem to make any difference.
