I have a new walnut blank I have been shaping for a rifle. My question: I am assuming handling it with bare hands a lot will put some skin oils on the wood. Is this necessary to remove prior to finishing, and what is the recommended method?

Thanks in advance.

Alchohol works. Removes the crud helps get ready for finishing. Just watch out for the 12 steps..

Unless your hands are dripping with skin oils, don't worry about it. If you're worried, use regular latex surgical gloves, just be aware that petroleum products eat latex. Then use the same products and techniques you would for fine furniture.
