I am looking for a double barrel shotgun that WORKS and shoots well. I do NOT want fancy wood, gold inlays, ect as yes they do look good but this will be used heavily for hunting and skeet and I do not want to freak out about straching it and ruining its finish. Does the Stoeger fit the bill? I do not mind if its a little stiff, larger then most, needs a little elbow grease and some break in time...it just has to work. I do NOT/cannot spend over $500 before taxes.

Yup, that'll do.
They are a bit clunky, but they work, and they are cheap!
I bought one two years ago while waiting for another gun to come, it worked okay.
This one is heads and shoulders above an Uplander however, and there a rea few 12's i the EE that are also better guns for about the same money

The Stoegers are made by E.R. Amantino in Brazil, and also sold under the Boito name. I have a Boito A680 (SxS, 12ga.) and it seems to me to meet your requirements as described here. I would try the Stoeger Uplander.
 
I have the O/U version and I've burnt through 4000+ rounds and it still works great. There are two things I don't like about it, the cheap wood and its a bit heavy. For trap and skeet, the weight is nice but hunting it gets heavy walking around with it.
 
I've got a 20ga straight grip 24" bbl model which I like well enough for rabbits and grouse. It also takes apart nicely to fit in a short New England carry case. With this model you save a little weight off the other 26" and 28" bbl models. Also utterly reliable. Look around and you should be able to find a used one not too expensive just like I did.
