I believe they are paper shot shells. Definetly older, maybe 50's or 60's??? I've seen a full box at a gun show going for $85. The guy was also selling an empty box no shells for $10, so I'm thinking they are collectible for sure and sorta rare I would think.
Well, it's definitely a faux cartridge made to hold a lighter. I doubt a "full box" of those exists.
While it is 'collectible', advertising pieces made to resemble cartridges don't go for much in the cartridge collector world.
You might do a bit better trying to sell it to a collector who specializes in Dominion stuff or advertising in general.
If I had that 'round' on my table, I would ask for $15US, and be willing to settle for $10.
Could happen, but I doubt it. Lots of guys in the US and Canada with basements full of stuff that people told them was real valuable and should be kept until you get your price. Lots of widows spend days throwing it all into the trash.

True, you just need to find the buyer, rather than waiting for them to be delivered to you. Its an item that can easily be shipped internationally, can be owned by people in some countries where even real components cant be, and has a good Canadiana element to it though.
Back in the day before BIC started to make cheap throw away lighters such items were relatively common. They cam in all shapes and sizes and were mostly made for manufacturers such as Dominion as promotional items. I recently saw a collection of them where the fellow had close to a hundred different lighters in different cartridge shapes, animals, cars, tractors etc.
He likely isn't the only collector out there so you should google the lighter and see what's available.
I did a quick look on ebay they still make modern ones for about $9.00 i also saw a couple of ww1 all brass bullet shaped trench lighters at $40.00
so probably worth somewhere between the 2
Unfortunately, you will find that many of those 'WWI' lighters are much more modern reproductions. Kind of tough to tell an original from a few Ebay pics, and some of the dealers play on that difficulty. If the Dominion lighter in question was actually a real cartridge reformed into a lighter it would be more valuable than a lighter made to resemble a shot shell. Anything over $15 would be a banner day.
