Ok, this may seem like an odd question, but if one were to have a stripped AR-15 lower, would it have to be stored like any other restricted firearm (in a safe or locked cabinet+trigger lock)? Or since it is non operational, could it be stored like any other gun part?

It's a restricted firearm. You need to follow all safe storage rules.

The fact that they make no difference with a stripped lower has nothing to do with it.

Silly isn't it. The purpose of safe storage is to? Storing or transporting a stripped lower as a complete firearm is laughable............but don't get me wrong, I'm not saying to do anything different.

Restricted storage requires either a safe, or a locking device and locked container. A trigger lock is one locking option. So is a padlock or cable lock.

+1 (for the millionth time :D) A safe OR a locking device and locked container. With a stripped AR Lower, a cable lock through the magwell is enough to render it totally useless if stored in a locked case. There seems to be a push on from the "authorities" to convince people that a lock and a safe are required, lying about something for long enough can sometimes make it come true in the world of gun politics, so it's important to stress the "OR".

Silly? Horsesh*t. Any information that might help someone here avoid a nuisance charge of negligent storage of a firearm because they get burgled while on vacation and they call the law to come take pictures and the cop taking the report doesn't like the looks of the seven-foot black velvet painting of a pre-teen Elvis sodomising a naked and gloveless Michael Jackson while Hermann Goering watches on the wall over the frickin' waterbed and decides to write the guy up for the dusty old stripped Norinco lower crammed with ballpoints he sees on the fake Ikea Billy™ bookshelf full of Craven A cartons suspiciously free of excise stamps next to the signed Snoop Dogg limited edition bong and the jar of polar bear eyes floating in bootleg PEI bathtub rum should be welcomed.

Yep. Make sure you lock up your stripped lower, and leave your Tavor on the dining room table
