Stripped lower to a rifle

Would you be able to point out a violation in the firearms act? All changes to the status of a firearm have to be reported within 30 days.

Do people actually bother doing this ?

I never have. But then, I have many uppers, and few lowers. It's a modular platform to me.
One lower might see 3 diff calibers are 5 diff barrel lengths in the course of a month.

I guess, if you know for sure that's the only config you're ever going to use on that lower, then it might be worth the trouble, but as you venture deeper down the AR rabbit hole you might find that just doesn't happen in practice.
 
To change registration of a stripper reciever to a rifle do i need a complete working upper or just a barrel?

Reason is for polictical uncertainty

If it is strictly for political reasons, a restricted stripped lower is just as good as a restricted rifle, under the Canadian law they are both dangerous to the Liberals. But to change the status, the firearm have to be able to discharge a round, so you will need more than just a barrel.
