Stuck Case removal tip...

"...the actual tool..." Depending on the make of your dies, remove the expander plug and pop out the case with a 1/8" brass rod and a plastic mallet.

Could you not also help it along with a spray of silicon lube down the expander rod hole. This did not seem like too much of a problem for me to figure out. I guess if it was welded in there really well you might need all that other work.

Most cases get stuck in the die when they are fully engaged within the die. You can't get the expander plug out because there is no room for the case neck to expand and release it. Perhaps some dies work differently than the common type but I've not got any. Buy the tool or make the equivalent with a wrench socket, washer and lag screw or machine screw if you have taps. Back the expander stem out as far as possible before drilling and tapping.
