forgive me if this has been brought up or answered before but:

Is the average joe able to buy JHP to reload?
I saw it on one of the ads above, and thought I might try some out. I had been under the impression that JHP was prohibited though...

I'm not sure about pistol calibres but in rifle sizes some very good target rounds are jacketed hollow points (HPBT Match). These are not intended for hunting since they don't expand or perform on target only designed to make holes in paper in a very precise way.

There is no prohibition on the ammo or the projectiles...
 
No problemo on this,

I often reload with Hornady XTP in both .44 Magnum and .45ACP. It won't come cheap however. Those bullets are at least 0.25$ a pop, not including powder not primer.

Fun for shooting soaked newspapers and see the bullet expansion.
