Without wanting to sound too negative, your gun is only as good as the scope mounted on it. Sell the 700 and get a Stevens and put the difference into glass. It'll shoot better than a 700 with $100 glass.
Also, as mentioned, you can find great deals on used scopes that were considered cream of the crop a few years ago. The ScopeChief, for example, or old steel-tubed el-paso Weavers. I have a couple old scopes like these handy, and I'll use them when I buy a new gun to see how it shoots, and if it's worthy of it's own glass
