One of the most accurate surplus bolt guns is the Swedish mauser. Don't think that I've ever heard of one that didn't shoot well. Handloading can make the 6.5x55 a very versatile gun too.
Not sure what the commercial supply is like on them these days but there are a lot in private hands.
When I "needed" a milsurp... I ended up with a K31... Cheapest, most accurate surplus gun around.

. Graf brass is mexican and cheap, and since I'm using the lee loader that only neck sizes, it lasts practically forever.
