Svt 40 stock wiggle

On one of my svt's (42' Tula) the receiver/barrel wiggle a bit when seated in the stock( forward and back movement ). Even with the cross bolt tightened, it still has some play. When I put in the trigger assembly, the wiggle goes away. Also, the top hand guard is very loose. I haven't shot the rifle yet, because I wanted to address this issue first. Is there a proper way/technique or materials to shim it so it's tighter to the stock? Also how would be the best way to eliminate the excessive upper hand guard movement? Any info is very much appreciated. (Pics would be great too :) Thanks!
 
Put a paper shim behind the action to tighten up the wood to stock fit and don't worry about the handguard, its not supposed to be tight to fitting.
 
My handguard was loose on my 42 tula as well. I just cut up a coke can, made a small shim that fit between the wood and stamped metal top vent cover. It eliminated the play in it. As for the stock, something I have done in the past is flatten a 22mag case, cut it and fold it in half and then use white glue to hold in the stock. The brass works better than paper imo. it removed
 
There was a slight gap between the receiver and stock of my 1941 Izzy, so I glass bedded the whole receiver. It was super tight. I had to put the rifle in the freezer to get it apart again. But now there is absolutely no movement.
