Did the primer on duds rounds have a deep firing pin indent on them or similar to the fired ones? If the indent is deep, might be more of ammos problems than the firing pin but i recommend you take the firing pin and spring out of the bolt and clean it free of any oil or grease and reinstall dry. You can find disassembly intructions here:

All of the above and pipe cleaners work very well in the firing pin hole.
That's a hell of a rifle for your first. You start big don't you.

I had the same issue with a SVT I picked up on the EE from Weimajack. It turned out that firing pin was hairline cracked at the rear most portion of the notch in it. The crack was just enough to impose friction on the pin when struck by the hammer which caused light primer strikes, although they didn't look that way to the naked eye. Bought another pin and installed it and haven't had any issues since then.
The firing pin on a Tokarev has a spring on it, which makes it hard to measure the protrusion of the firing pin from the bolt face.
Like SVT 40 suggested, I would recommend you disassemble your bolt and inspect the pin, the tunnel, and the spring for damage. Also look at the firing pin opening on the bolt face to make sure it is not obstructed.

i was not able to take the bolt apart, the retaining pin is held in by some ungodly force.
the firing pin moves freely however. and the protrusion is quite easy to measure.
it protrudes 0.077" or 2mm from the bolt face

I have the same issues with my 'czech' ammo from sfrc. I was told it is in fact chinese. The ammo is stamped 61/67.

Did you notice the primer cup being pushed in slightly on the misfire ones as compared to the fired ones where it stays nice and flush?

The pin mark will be nice a deep on the fired rounds, almost square, while on the misfires it looks like a small dimple.

If it's not this then it might be whst everyone else is suggesting.

Good luck.

I've fired 80 rounds of this same ammo in my Mosin. Not a single misfire yet. Bad batch maybe? SVT not liking it?

Sorry to jump on this late, but I just fired my crate fresh SVT 40 today for the first time and had the same thing, a lighter primer strike on about 25%. Now I was checking it out, and it looks like the hammer is even hardly contacting the firing pin at all before, it hits the bolt carrier. Is it possible that the notch cut in the back of the bolt carrier was not machined deep enough, not allowing the hammer to drive the firing pin hard enough? My firing pin moves freely and has been cleaned. Perhaps there was a batch of bolt carriers not machined correctly?

According to the mosin firing pin protrusion thingy minimum protrusion is .075 so your cutting it close max is .095 so it might be that
