I'm not positive, but maybe one of the mosin scope mounts (the type that replaces the rear leaf sight) could be adapted? I've never held one of those mounts before, so I'm not sure if it'd interfere with the loading/ejection of cartridges.
Svt 40 can accept mosin scope it is tricky but possible. If you have the rails than it is best for you to get original scope mount. I tried both and I like original look on it.
