Swapping barrel on a 10/22

Hi there,

The experts on their forum may be able to help me with this question: if I replace the factory 18.5" 10/22 barrel with a shorter and custom made Grey Birch 12.5" barrel, the OAL is at least 26". Is the 10/22 still non-restricted?

The second question is, if I build a new 10/22 by using a new Grey Birch receiver, can I put any length of barrel as long as the OAL is at least 26"?

This NFA thread suggests it is feasible but highly risky for most of the police dont know enough about the barrel length legislation correctly.

Thanks! Any supports for the answers? I am sorta in a debate with a friend about the issue. He believed swapping barrel would fall under "alteration" of prohib weapon clause.

If you read the full sentence

(b) a firearm that is adapted from a rifle or shotgun, whether by sawing, cutting or any other alteration, and that, as so adapted,

alteration is meant to be read together with sawing or cutting indicating that it involves you starting with one barrel and doing a modification to that barrel, by creating an exhaustive list of alterations you do to the current barrel.

If alteration included changing a factory barrel with a factory/new manufactured barrel, AR-15's would be prohibited by any barrel swap, the BRS-99 would be prohibited, lots of 10/22's would be prohibited, and the Dlask GSG-16 barrel installs.

If your friend is still doubtful, just point out all the "camp and field" shotguns that actually come with two, easily exchangeable barrels. (Such as the Winchester SXP Camp and Field). A barrel swap is not considered an alteration, so long as the firearm is still of legal dimensions/cal after the swap.
