Sweedish 96 / 38 Timney safety not engaging.

I am having trouble installing a Timney low swing safety on my Husky M38 6.5 x 55.
For some reason the cocking piece does not come back for enough when the gun is cocked to let the safety swing into safe position. The on line Timney directions are not much help. The safety swings freely into position when the cocking piece is manualy pulled back farther after cocking the gun.
Any sugestions?

It is starting to look like someone has tried to improve the trigger/bolt at some time and possibly they ground down the sear on the cocking piece.?? Can someone take a look at a M96 / m38 bolt in the fired position and take a photo of the bottom where the trigger engages the cocking piece to see if the sear is flush with the sleve end or recessed about 1/8" or more.
