SWFA Turret Trouble

Hi there, I was wondering if any one can help me with an issue I am having. I just purchased an SWFA scope and when I received it, The turret was sitting out this far (to the 3rd line). I can't tighten it any more, and I've taken the cap off and haven't found anything thats preventing it form going all the way in. Has any one else experienced this or know how to fix it?

any advice is appreciated.
