I just picked up a 12 Ga Stevens 311 and was wondering if its safe to fire both barrells at the same time using a #7 target load?It has a nice recoil pad on it.:D

I had a 311 doubke on me unexpectedly once - NOT what you would call soft!
Tha being said, I shot my bear gun twice off my shoulder using both barrels, and as long as you hang onto it you are okay.
There is LOTS of recoil however, considering you are going to be firing more than 2oz of lead!
insider this forma second - gauge is measured byb the number of balls in a pound, so with a 12 gauge you would get 12.
DOUBLE that if you fire both barrels and you end up with a SIX GAUGE!!

I've pulled both triggers on my doubles before and didn't really feel a lot more recoil. Just sharper. I've even pulled both barrels on my 10ga with turkey loads. 2 1/4oz of #4s in each tube. The front trigger damn near broke my finger but my shoulder was fine. To each his own I guess
