4" at 200 is actually not bad considering this is an inexpensive semi auto. If you are going to reload for it, Jay's suggestion of turning off the gas and running single shot for load development and sighting in is a good one.

Unlike a bolt gun with free floating chassis, a semi auto, especially one with a skinny barrel hanging onto a push rod in a non-free float format, should not be tested or zeroed one round at a time with gas system shut off.
A lot of semi autos, especially those with skinny barrel, the POI tends to walk. It is a combination of not so good stress relief of the barre, barrel quality as well as the movement of the push rod. If you look at the old HK G36 fired by Ian in forgotten weapons, you can see the rounds walked and the POI shifted.
See those 1 round that went all the way to the top or the corner - those are not really just bad luck. These are inherited problems within the rifle. I could feed the same ammo to a HK that shoots perfect 10 round 4" group at 200m, and another rifle will throw this ammo with one or two 2MOA vertical flyers in a group. I am not saying T97 is bad, because a lot of other rifles do that as well, especially those with skinny barrels ( but not all of them).
I have also seen rifles that will shoot the first 5 shots in under 2MOA, but the groups expand to over 4MOA in a certain direction once the 6th to 10th shots were fired.
If you turn off the gas system and don't run the rifle like the way it would be used, you may not get the true group size and POI of the rifle.
