I have 33 rimfires and several different makes and I certainly can't recommend them all just because "Everybody loves what they have".

I recommend a CZ or a used Brno.
A used Anschutz in your price range would be ok too.
 
If you can handle/try one a German Mauser ES340 or 350B is nice, but they have not made these since about 1939 or so....Kimber of America, copied a few similar details and CZs do have a slight resembleance too.
Both Slash5 and I have one each. It was designed/made as THE German 22 target rifle to compete directly, with the USA made Winchester Model 52 bolt action rifle. Mine was re-blued sometime in the recent past and it shows, luckily the bore is pristine as well.

But gosh dont break it, and have to replace a part, I baby mine and it only sees range time.

Thing about .22s is that you may never know how well it shoots until you start experimenting with different ammo and match ammo. If I had to shoot American Eagle in my Anschutz based custom silhouette gun I would ask the smith for my money back. Once I found a lot of Lapua Master my gun liked my gun shot several 3/4" 10 shot groups at 110 yards.
 
Just to pick up for Savage, I have had zero problems with my Savage Mark II BV so far. I have shot lots of sub 1/2" groups at 50 yards, I have had groups in the .200's.You gotta love the accutrigger. If I had the cash to chuck though I would love to pick up an Annie.
 
As was I. I did a bunch of reading here and at rimfire central, and decided a CZ would be my first choice, and a Savage my second choice. Nobody local had any CZs, but someone local had a Savage. I walked out of the store with the Savage, rather than wait a week or two for a CZ to be ordered and arrive. Many, many, many people are happy with their Savages. I don't know how I managed to get three lemons, but it happened. With the satisfaction of Savage owners being quite apparent, I can't help but think that something changed in the past year or so, and I happened to buy at that time. Who knows. My three sucked, anyway.
I was quite surprise that someone have bad luck with Savage rifles. For a peace of mind, get a CZ and a nice scope.

I personally prefer Remington 597 simply because I have one.

I have a plane jane 597 with a 4x32 scope on top and I can shoot inside of dimes all day with my 597. I've never had a single reliability issue with mine aside from the odd dud ammo. As long as the action bolt screws aren't too tight, this rifle will blast through ammo all day long, and accurately. For just $150 above the price of the base model you can get a Heavy Barrel 597 with a nice laminate stock... no mods necessary. That's only detremental if you're into that kind of thing.
 
Used to have a Cooey semi, recently had a 1022 tweaked a bit, Marlin 39a lever. Sold the 1022 and 39a recently and bought a CZ452 (leftie) and am really looking forward to shooting it this weekend. Have a Nikon Prostaff 4x with brilliant optics. The CZ is certainly the nicest finished of all of them. Shoulda done this a long time ago. Came in at just over $500 at Reliable and all of the staff there own one. That says a lot. Sure does feel good to hold and a good lookin rifle. I have been told the Savages are sometimes a crapshoot whereas the CZ is always a producer and always accurate out of the box. Couple of fellas at the shop seemed to think they had a lot of warranty on the Savages.

I have a 10/22 SS target which I like alot ($480.00 without scope). Shoot's under 1.5" at 100m.
My sister-in-law has a Browning T-bolt that was more money (not sure exactly on the price) but her's is one fine rifle, excellent fit and finish, beautiful wood, and very accurate, groups about the same at 100 m. Browning IMO has made an excellent firearm...but you pay for it.
