I have a few screw take down 22s, 1022 and an old cooey and would like to know if one should really try to tighten the screw hard or not? Is Hand tight enough or should you use a lot of force? Thanks

Hand torquing works, but its not really precise. Generally speaking, 30 to 60 inch-pounds (not ft-pounds!) should do the trick. Repeatability is the key, as pressure has a direct impact on bedding and point of aim.

You can find a inch-pounds torque wrench for < $80 at CTC or Princes Auto.
