Contact your local fire department. They have to get their air tanks filled somewhere.
 
Anybody that I have contacted said there tanks are sent to Winnipeg to be refilled.Google search doesn't show any paintball places in the area.
 
Look at getting your own compressor. You might be able to make some cash with a good one.
 
I am thinking your hpa tank wants 4,000 psi?? We had a Haskel brand hand powered pump for filling our mine rescue self rescuers. I think "normal" breathing air bottles like on a Scott or similar breathing apparatus are filled to about 2,200 psi?? So, you pretty much need a specific hpa "filling station".
 
Drive into Winnipeg and take it to Underworld Scuba on Portage Avenue. Check with them first about their requirements for filling it.
 
What pressure are nitrogen tanks filled to? If its 2500 psi or lower, that won't be likely be very useful. Even a large scuba tank filled to 2900 psi isn't very efficient, as I try to fill my air gun to 2500 psi, and you can only do that so many times when you start out at 2900 psi. Now a higher pressure vessel, even if its much smaller, filled to say 4500 psi, would give a lot more fills.
