Are Rem 870s tapped on the top of the receiver?

None of the ones I've seen, but maybe the really new ones. It can also easily be done by someone that has experience.

Not they are not unless you buy a tactical model then yes.. all the mossbergs are.

more and more shotguns are coming taped from the factory now, but another issue with that is most use these stupid little screws, an tend to snap off after a while when the recoil starts to work at the scope mount.
One of the reasons we made the scope mount we have for shotguns.

I've got two 3" express models. Neither is tapped but I had a B Square saddle type mount that was excellent.
What kind of application are you looking for, hunting, tactical...? The rail S&J has looks like an exceptional unit.

I have an express I bought last year. Not tapped for screws.

I just bought the new 870 sps super slug. It comes tapped and with a weaver base installed. The barrel is also pinned!
