Target optic question - modified leupold?

Hi everyone, I figured it'd be better to ask here than in the optics section, this probably being more of a target shooting question than scope one...

I am in the process if dealing with a family friend's estate. One of his target scope shows something (for me) unusual.

It's a Leupold VX3, 6.5-20x50, with target turrets, FFP fine crosshair reticle (with a couple of mildots). But, the magnification dial doesn't turn as I expected; (only moves from 10x to 20x, not al the way down to 6.5x); and there is something added to the scope between that dial and the eye piece; see pictures. (We can read "Premier 14.5x-35x" on it)

I am pretty sure there's nothing wrong with this scope; but I am wondering how common, or normal, or "ok" this is? Would such a modification be detrimental to the resale value of this scope?

Premier used to do scope power boosts and reticle customization a number of years back .I personally had a few of my Leupold scopes
"done" and as you can see on the booster the one you have goes from 14.5 to 35 boosted from the 6.5 to 20 it was originally.
These boosted scopes were at one point sought after as there were no factory offerings to match power ranges or the custom reticles that could be put in them.
THEN Premier and Leupold had their falling out and neither would honor warranty work if needed.
However there still a following for these scopes to some degree....
You may still find info online through your favorite search engine for more specific history and detail about Premier Reticle..
The only issue I've had with any of the scopes I had done was the fact that your eye relief is reduced a fair bit and the booster added overall length
to mounting....
Enjoy it....it's a good scope.

Thanks guys, much appreciate your input. Interesting scope for sure, for a specific use - which belonged to a man who knew precisely what he wanted.
