Posting this for a relative who does not hunt and would like a rifle (Bolt Action ) for target shooting but does not want to spend a fortune . I’m thinking $1500.00 without scope .He likes the looks of Semi Tactical Rifles but not essential . I’m thinking a lighter recoiling cartridge open to chamberings . He likes what he reads about the 6.5 Creedmoor .He is not into reloading yet but I think he could possibly get into it .

#1 What do you fellas think of the Tikka T3 CTR ? If someone has one how are you liking it ?

#2 What about the Remington 700 SPS Tactical has the Magpul Stock ? Anyone have one how are you liking it ?

If you could comment on the above two selections or something similar it would be appreciated !

if he likes Tikka then the Tikka T3x Varmint in 223 would be my choice - it will be heavy but he can learn how to shoot at targets and would be cheaper bullet wise - as for Remington that's into receivership I would lean towards the Bergara which has the same footprint of the 700 so lots of after-market support
 
Howa is often overlooked, I believe. A factory rifle chassis combo isn’t hard to find now. I’ve never heard any bad performance reviews of Tikkas. They will be my next 2 rifles. The Center fire will be 6.5 Creedmoor. If there will be no hunting with your friend’s rifle then 223 is cheaper to shoot but lower or at least slower resale.
 
Everything I have heard about the tikka CTR is good. It was going to be my first target rifle but then I found an amazing deal on a Ruger precision rifle and had to “pull the trigger” on that. I love my RPR, it’s heavy enough to mitigate recoil fairly well, fully adjustable for length of pull and cheek riser, comes in a chassis, you can use multiple different magazines in it and I comes in a multitude of calibers. 6.5 is nice with lots of factory ammo around but if he wants a lighter recoiling rifle I shoot the 6mm Creedmoor. Factory ammo is starting to become available (Hornady white box match works awesome) and reloading you have a ton of options. I ran the RPR in a local PRS match which was my first match ever after only 2 practice outings to train for it and I placed in the top 10 with it so it shoots well. But when I was shopping around this was my list I was looking at and all seemed like they would do the job

I would look at rifles that have easy to source bolt on's (rails, triggers, etc). Remington's are very modifiable, with most barrel makers supplying barrels for them, along with Savages and Tikka's. The same can be said for chassis systems.
The .223 suggestion has validity as far as being less expensive to shoot, allowing more actual shooting, especially if reloading happens down the road. It's great to have a $1500 budget for the rifle alone, but the inevitable modifications will follow and giving yourself a few more dollars for the optic is golden.
 
I would go with a Savage 12 FV from Cabelas and dump it on an MDT chassis. Likely little more than $1,200 all up. 6.5 Creedmore would be my calibre of choice.

BIL purchased the Savage Axis 2 Precision Rifle in 6.5 Creedmoor . Now he is looking to scope it . I started another thread for this put will ask here as well . What scope would you put on it ? What variable power ? Objective lens mm ? Recital ? Again he won’t be hunting with it , the rifle is just for target shooting .
Due to budget he won’t be looking at Swavorski or Lieca . Maybe Leupold or I’m thinking Vortex .

The Vortex Venom is pretty competitive at its price point. Released this spring $699.
