Target shooters in copeland forest?

I was walking my dog and heard steady shots. Obviously someone was target shooting
And it wasnt no 22. Is this not illegal? Any bylaws? Rules set out by mnr? It just seems like a very busy area to do some target shooting. Educate me
 
Simcoe forests are all marked as no target practice, Discharge of firearms for hunting only. I have seen telltale signs of it though in other forests too. I am sure the concern is because of hikers and walking trails all over the forests. I personally would not target practice where it is not allowed, although it would be very convenient for me; I have 5 Simcoe forests within 10 minutes of my house.

Nothing against target shooters. The copeland forest is just too populated for it in my opinion and i thought that it was not allowed in the forest but it is coming very popular as of late
 
So it's legal to shoot a firearm at an animal, where the shooter might be excited, and full of adrenaline, and not paying attention to what might be behind that animal, but it's not legal to locate a suitable backstop, and do some target shooting? Not surprised that this is in Ontario, where there have already been more than a handful of accidental shootings during the current hunting season.
