Tasco Red Dot finish gone "gooey"

Like the title says I have a Tasco Red Dot I bought about 10 years ago, but never used. I discovered it while cleaning out a cupboard. Took it out to look at and got black paint (!?) on my hands. I thought maybe the styrofoam box liner had reacted with the finish so I threw that away. The finish is still gooey though after after a few weeks sitting on a shelf. Any ideas of what to do? I know these are only $50 or so to replace but my inner Scotsman won't let me chuck it. Wipe it off with varsol? Methyl hydrate?

That happened to me and a Tasco ESP scope that the rubberized finished came off. I used a rag and carb cleaner and scrubbed the rest of it off.
 
I had a cheap rubberized BSA red dot that the rubber coating started breaking down and got all tacky/gooey. I stopped buying anything rubberrized a while ago for this very reason.
