Question about the + series glock bases.

Are these plugged at the base somehow, or would installing one of these into the bottom of an un-pinned 10-round factory glock mag be creating a prohibited device?

The base pad extensions are not "plugged" or limited in any way.

Anyone installing them has to be aware of what they are doing, using them on pinned SGM, KCI, even Glock mags are all fine. BUT if you have a 10rd Glock magazine and you add a + sized based pad not just the comp pads then you need to limit it someway.
