Teaching very young children was very frustrating until I came up with the idea of attaching a laser under the barrel with an on/off cable. We could then verify the child actually understood how to aim with the diopters by asking when they thought their aim was correct, then turning the laser on to verify it was on paper, at least, before loading the chamber. They even started hitting their own targets and not their neighbor's. 
For a difficult child, would press the laser switch and asked them to center the laser in the middle of the front sight and rear aperture. Even with junior rifles, really small children find the stocks long and hard to get a cheek weld. So be patient.
