Everything I've read about the Norc barrel screw is that they are soft and break when you try to remove them, so might as well drill them out.
Hungry is helping me with a build and I tried for sh*ts and giggles to take the screw out of a 2007 stamped reciever. First time! Came out with no work. Okay, I'm lucky buy a lottery ticket.
I just picked up another one. My guess is that its a 1992-93 receiver. Tried it again, 2 minutes more work and it came out. I don't know if I'm REALLY lucky but I figured I'd share my technique.
EXCACT size slot driver in a cordless drill. Lots of downward pressure and let the driver do the work.
