By do this for me are you looking to get the barrel threaded for a muzzle brake? If it's already threaded you just need to screw it on, if it requires timing use shims or a crush washer, not really sure what you're needing when asking who can do this, just who sells them, install it, or full thread job?

I had Dlask in Vancouver install a muzzle brake on my 300 win mag X-Bolt. They did an excellent job. One important piece of advice though...... Don't shoot it with out hearing protection !
You'll quickly learn what tinnitus is....
I use a muzzle brake not primarily for recoil reduction, but to protect the Muzzle/crown/riffling. I'm quite hard on my equipment.
I've learned to hang fast access hearing protection around my neck while hunting.

The one that doesn't "break" your eardrums. I agree with the post above. Don't get a brake unless you actually need it.

Check out Jennings muzzle brakes.
He ports the holes forward slightly to help
side blast.
Have one on a rifle here.
Works well.

In BC, I'd also get a hold of Dlask Arms as mentioned, just google the name their web site will come up.
