The FN FiveSeven Problem ???

Sounds like this ammunition may be very useful to LEO's for stopping the kevlar-clad bad guys...

The fact is that there are really very few kevlar clad bad guys, that tends to come out when there's something that the police want to buy, or us not to be able to buy. I have heard this in the past from street cops (you'll never hear it from a "police administrator") in fact I was once told that police switching to autos from revolvers was a bit of a farce - the RCMP officer who said that added that if added capacity was an issue "why did they never teach us to use speed loaders" he also said that he had searched for an incident where an RCMP officer had shot his revolver dry and needed a reload and could not find one. Most of this "cop killer" stuff is hype to get the attention of the media so that it can be twisted to use it to advance a political opinion. Fear is a great motivator.

What about 5.7x28 that is not designed to penetrate body armour (standard FMJ)? The paragraph specificaly states manufactured or altered so as to be capable of penetrating body armour.

No it doesn't, the guy completely misrepresents the 5.7mm round in that video, the 5.7x28mm SS190 round was designed to penetrate NATO body armour, not threat level IIA concealable vests like the cops wear.

Lots of things will penetrate threat level IIA soft body armour. The cops in Hong Kong wear threat level III+ body armour because they come up against crooks armed with Tokarevs, and the 7.62x25 FMJ round will zip straight through threat level IIA vests, as will most centrefire rifle rounds.

A small diameter bullet driven at high enough velocity will simply push the Kevlar fibres apart and pass through. This is the reason for the plates and other defences used in higher threat level vests. I reckon the standard 5.7mm practice load will penetrate a threat level IIA vest quite easily - so will lots of other things. (Including the pathetic 5.45x18mm pistol round, even in standard FMJ flavour).

As for someone surviving a shotgun slug hitting them in a level IIA vest, that is complete and utter BS, even if the slug didn't penetrate the vest, the blunt trauma would be fatal, look at how deep it goes in that video.

The legality of the ammo in Canada has been discussed before - eventually I got hold of the CFC, who frankly haven't got a clue, they put me onto the explosives people, but as of yet no-one has applied for the ammo to be listed for approval for import into Canada on the list of authorised explosives, so it's a moot point, even if it is legal, it's not authorised to be imported.
