Why not? If you look at the modules that he added to the basic 10/22 barrelled action, it is certainly a do-able project. Should be possible to use a shorter barrel, as well as long as the oal stays over 26". Then the gun would be better proportioned.
I had a conversation with him via IM on Arfcom some time back. I was amazed at how realistic looking it was. Cutting a section in the top of the receiver and machining a knob to go through and attach to the charging handle (as opposed to coming out of the side) would put the icing on the cake.
Whether or not it would effectively work is an issue. It would also get in the way of the sites.
I think the one pictured is a one-off. There are other projects like this - the 10/22 inside a housing that looks like a Browning 1917 or 1919 comes to mind. If you study the photos throughout the thread, you can get a pretty good idea of how it was done. The maker points out that he made the one pictured without any machine tools, just an ordinary shop.
Maybe if it used a special mag or something I could see the reason to like this, but its really just alot slapped on. I seem to recall someone putting a 10/22 into an airsoft gun.
