Flechettes are only prohibited in shotgun cartridges.

I know this is a stupid question. But then why made the prohibited at all? I know the point behind them is to wound not kill and that's why there prohibited. But if you can just change the cartridge and they still do the same thing what's the point? Welcome to canadian gun law 101 lol
