The U.S. sees 10 round mags as "high capacity"?

I had to order some parts from Brownells, so on a bit of a whim checked to see if they carried the Wilson Combat 10-round mags for the .45 and was pleased to see that they do, so I ordered another couple. The first five I got through Natchez Shooter's Supply without any problems a couple of years ago. I just got an e-mail from Brownell's advising me that:

* NOTES ** SIR: HAVE CANCELLED FROM YOUR ORDER
AS OUR STATE DEPT WILL
NOT ALLOW FOR HIGH CAPACITY MAGAZINES
TO BE SHIPPED INTERNATIONALLY.
THANK YOU.

A 10-round magazine is high capacity? Sheesh. Do you think "our State Dept" refers to their specific state, or The State Department (federal)? Or is the problem that my total order was over $100USD?

E-mail them with a copy of the e-mail they sent you, asking for a clarification. I'm certain this is a mistake.

this sounds like a mistake (Brownells makes very few) although it woudn't be the first time the State dept has made a silly ruling. The problem with a 10 round 1911 mag is that 7 or 8 rounds is considered normal capacity for the straight 1911, so these would be high cap for that pistol, and there may have been a new restriction to ensure that Abdullah Ibn Goatf##ker over in Iraq doesn't get his hands on one of these evil devices.

Brownells do tend to have thier gear stowed nicely, and I have to imagine this is a simple mistake.

I'm not angry, I'm confused and trying to figure out if there is some rationale to them not shipping the mags that I'm missing, that's all. They say it's because of them being high capacity magazines, but that just doesn't seem right to me. The extent of my anger is my use of the word "sheesh". Sorry for the foul language. :)

I thought somebody might have encountered a similar problem. I'll e-mail them to see if they have an explanation. Thanks.

what was brownells price on these, I have two, maybe used once

As someone stated 7 and 8 rounds are "normal" for a single stack 45 1911, so a 10 rd mag would be considered a high cap. Its funny that the stuff my friend bought from brownells says something along the lines of must be sold only in the US, not for export, blah blah blah. I assumed off that they dont sell anything outside the states.

you'd think, but back in December they wouldn;t even let me order Talley bases because the State department had prohibited them as well - WTF???

Thankfully, Talley will sell direct and they don;t have their heads up their... well... you know.

8 rounders are "normal" capacity for a single stack 1911.

also, back in December any scope base or anything to do with scopes (even a screw!) required a US export and cdn import permit as per commerce deptrules. These commerce dept rules were eased a couple of weeks ago and you probably wouldn't have a problem today..

Brownells is very much on top of the rules and because they export all over the world have to be very careful. It seems other suppliers are not as aware and so may export where Brownells won't. they are taking a risk - Medway got fined hundreds of $000's for exporting without proper paperwork a year or two ago.

Well, I got this reply back from Brownells:

Good morning...per your email message our state department has notified us that high capacity magazines, 10 rounds or higher can not be shipped internationally. They are considering them as SME, significant military equipment, and can only be shipped to law enforcement and military entities.

Thank you,

So apparently the problem was the mags themselves, not the size of the order. Live and learn. It wasn't critical that I get them, more of an add-on to something I had to get anyway, so I can do without. Thanks for the interest -- it surprised me because I thought the capacity limit would be higher than 10, given that so many pistols have a standard mag capacity in excess of that. Their reply seems to indicate that it's not specific to .45's, but relative to 10 rounds.

Hmmm. I think the price of 10 rounders in Canada is about to go up...

Another ####ing stupid decision by the State Dept., the NRA tell me they are trying hard at the moment to get some of these decisions overturned as they obviously crazy.

SME can be shipped internationally, just certain types of SME they won't issue DSP-5s for, unless it's a LE/Govt. order.
