Now I know the question of a NR AR comes up all the time
but in my search I only found one thread of using an upper on something else (this is the thread here http://www.canadiangunnutz.com/forum/showthread.php?821615-AR-15-upper-on-something-else-than-an-AR-lower&highlight=upper ) but it didn't lead to any resolution of the subject. Here is my idea, what if you were to get and AR flat top upper and for lack of a better term, butcher it so that it could no longer attach to a lower by any means. Then with this upper create a stock with integrated trigger group and mag well that the upper would set down into creating a rifle similar to a mini 30 or mini 14 but based on the AR upper. Since it does not at all use the AR lower (the actual registered firearm part) and is a long rifle style instead of a typical AR style it couldn't really be classed as variant could it? And in turn you have a sweet .223 AR actioned long rifle that could take AR mags but is NR. Now I know that the RCMP likes to go after anything with AR parts or styling but as this would be so very different I'm not sure any thing would be said, what do you guys think?
