Now I know the question of a NR AR comes up all the time d:h: but in my search I only found one thread of using an upper on something else (this is the thread here http://www.canadiangunnutz.com/forum/showthread.php?821615-AR-15-upper-on-something-else-than-an-AR-lower&highlight=upper ) but it didn't lead to any resolution of the subject. Here is my idea, what if you were to get and AR flat top upper and for lack of a better term, butcher it so that it could no longer attach to a lower by any means. Then with this upper create a stock with integrated trigger group and mag well that the upper would set down into creating a rifle similar to a mini 30 or mini 14 but based on the AR upper. Since it does not at all use the AR lower (the actual registered firearm part) and is a long rifle style instead of a typical AR style it couldn't really be classed as variant could it? And in turn you have a sweet .223 AR actioned long rifle that could take AR mags but is NR. Now I know that the RCMP likes to go after anything with AR parts or styling but as this would be so very different I'm not sure any thing would be said, what do you guys think?
 
But even if they classify what you're suggesting as NR, all you'll have is a .223 semi-auto rifle without all the fun features that the black rifle crowd desires. Might as well get a Mini-14 and save $2000, or just get an XCR/Swiss Arms.

Keep in mind that it must not interact with an AR lower at all or it will get cooties. If you can press the two together and cause the controls to function it will be termed a variant or trigger group. You'd need to add material to ensure it does not fit at all.

However, there is also the AR-10 avenue to potentially explore as well, and I'm sure there are other models that are not prohibited or restricted in Canada that you could make children of.

A "mini-223" or "mini-308", lacking a better name, would be quite cool. More types of NR black rifles that could be used for hunting would be fantabulous. If I won the lottery and was filthy rich I'd have a dozen projects like this.

Ya i was thinking if there was some sort of tab or something that would interfere with a standard AR lower it should work. I like the name mini-223 if I make one and get it to work may need to take the name lol.
 
... Make it a bullpup to ... Really stick it to the liberals ... It would also allow you to seal off parts of the upper needed for it to fit a standard lower
