Well I've read a few different approaches to making/loading cheap and easy shotshell slugs.
How about this one (sounds crazy but I need your comments please): Open the crimp on a cheap Target shotshell, the type that sells for 55 bucks per flat. Then pour polyester or epoxy resin over the pellets to cover and bind them together into one solid mass. Re-crimp.
Possible downside:
1. Resin may possibly stick to the hull causing high pressure and kaboom.
2. Resin will add some weight, which will increase pressure as well.
3. The potted lead/resin might just not take the acceleration of firing and disintegrate just the same.
