Why don't you go right to the source and call/message the RCMP?
I could say yes, or no but I'd be just bull$hitting you, I be like most here.
Safe way is, go to the ones who put the cuffs on and find out if it is illegal.
 
If its not legal to have 12 rounds in it (and im going to assume its probably not), then in reality, the way the 10 round mags are limited does not actually fit the legal requirements for a limited magazine in canada. It must be glued or welded or riveted. If its just a piece of aluminum that slides right out, technically non of the 10 round mags are even legal.

Lots of Canadian model firearms are sold with mags that are easy to take apart and clean and only have a block or aluminum plug to reduce the capacity to 10 rounds. I will venture a guess that a restricted firearm (m&p 15-22, m&p22)will be limited to 10rnd mags.
The aluminum plug in the m&p22 mags easily comes out and will then hold 12 rnds, but that is illegal.
