Tig Welding a Bolt Arm and Fluting

I have thought fluting was for looks and very slight weight reduction... now someone is saying it improves all weather performance? Anyone explain that theory?

Apparently it's supposed to give the dirt and stuff a place to go instead of gumming up the action. This is what I read from my searches. Since I live in Nunavut, this theory seemed to work well for me. I think this one was discussed in detail on a site called thealaskalife.
 
I would expect that fluting would give ice a place to lock up the bolt in the action.......

A M700 bolt is smooth, and relatively tight in the action, I would imagine, giving ice and other debris a place to build-up would be undesirable.....

But I have very little experience with the Arctic.

I bought a 700 this year that has a non stock bolt handle on it, seller said Lyle at Ultimate Accuracy did the work, it's a very nice job also timed properly to the action but by looking at it I'd say it was soldered like factory not tig welded.
