Tiger skin rug question

Hello I have a friend who's uncle passed away and he had a Tiger skin rug, what are the laws in selling such a thing.
It's quite old, he figures his uncle got it just after WW2

Any input would be appreciated.

I almost bought one on Craigslist 4-5 years but the documentation the seller had was spotty at best, I think it did have the taxidermy stamp on it. It was just a tanned hide and not a mounted rug, it would’ve gone well with the zebra hide I have that I inherited from my dad.
 
Did you know that if you shave a tiger, it's skin is also striped?

About 10 , 12 years ago a buddy went to a yard sale and found a leopard purse . He talked to the old lady who was originally from England and the purse came from her mother who spent years in Kenya in the 1920s and 30s . Buddy bought the purse for 20 bucks and put it up on ebay for sale . Holy fack did the shyte hit the fan with US Fish and Wildlife and a couple of Canadian agencies . They were talking years in prison and hundreds of thousands in fines . Around that time an American hunter took a polar bear up here , used food dye to dye to dye it black , got a CITIES permit for a black bear and mailed it to his home in California . He actually did get sentenced to 10 years with a quarter million dollar fine . I'd walk away from that tiger and have nothing to do with it and i don't know what the law is but do know what buddy went through for a 80 or 90 year old purse made from a dead cat .
 
Some guy here sent an American friend some polar bear hand tied flies and they had a legal rodeo. Seen a real human skull at a Montana pawnshop but I didn't think I could explain it at the border so didn't try.
 
I told him I want nothing to do with it but he does want to sell it, he has no use for it but at the same time doesn't want to get himself in any kind of legal crap.

Maybe he can donate to some museum or something for a tax receipt.
