Tikka T3 30-06 ... 3.310'' to the land is it possible ???

As you suspected your measurement is incorrect. Following the same procedure, use a flat based bullet set base first against the lands to find the distance from the bolt face to the lands. If all your bullets are boat tails, push the nose of the bullet into the muzzle of you rifle, and turn the bullet so that a score line is etched in the jacket. This will mark the ogive and the length from the nose of the bullet to this line should be subtracted from your original measurement of 3.310".
 
Sounds very short for a 30-06. I have yet to see an '06 with a distance as you have measured (with a COL) shorter than 3.250" But.....anything is possible. FWIW you are measuring the COL, not the distance to the lands with your method. When marking your stick with the bolt closed, was it cocked? If not, you will be short about .035" because the firing pin sticks out of the boltface. This would increase your actual COL to 3.345", a realistic figure. Regards, Eagleye.
