In my opinion 15 in.-lbs seems light, although with the purple Loctite you might be OK. The most common recommendation for screws used to attach scope bases to the receiver seems to be 25 in.-lbs., and I don't see any reason that this torque value wouldn't also apply to attaching a rail to the receiver (I'm assuming a steel receiver). In all of my scope-mounting endeavours, I've gone with the 25 in-lbs. and blue Loctite for the bases (and these have all been with 6-48 screws)--and a little less (15-18 in.-lbs.) for ring screws.
