Torque Values

For scope mounts, rings and action screws I would follow the individual manufacturor's recommendations. Luckily with the internet, all this information is readily available. Scope bases you can pretty much go by the screw size and pitch, but all the rest of it may not be to the max, because you have to take into account crushing a stock that may not have pillars, or scope rings that may differ in the way they clamp or the material they use (Burris signature Z with inserts, for example).
 
torque depends on whether it's greased/loctited or dry, the thread count and pitch, the head type ... and so on.

"Just snug enough" is usually okay, or you'll start galling or stripping screw heads, especially when you try to take the screw out. If it's something like action screws or scope bases, the manufacturer will have published data on that if you feel like you need to be precise.
