TOTAL CORRUPTION - Advice on SR22 barrel install

Hello,
Just wanted to thank any and all of you that take the time to read this post and come up with any hints or meaningful suggestions. I've been shooting for over 40 years and have performed minor gunsmith work on my own for several of those years. This has me baffled though...
I have recently acquired a Tactical Solutions X-Ring bull barrel for my SR-22 Rifle. I've removed the factory bbl and installed the X-Ring bbl as per the instruction video on Youtube. (Although it is pretty simple to do without instructive video) So after installing the new barrel and taking it out to test fire it, the point of impact is about 2 1/2 feet low at 50 yards. This compelled me to do some research to see if anyone else was having this problem. I soon found out about "barrel droop" and ordered an adjustable V-Block with a set screw. Used this new V-Block and no change. Inserted a few .002" shims under the front of the barrel, no significant change. Also read that Ruger 10/22 rifles are notorious for having a "hump" in the receiver, which I checked with a level and found none. Funny thing is, I never removed the scope, Vortex cantilever rings or the scope mount base of the rifle while I was installing the new barrel. Previously the rifle was zeroed at 75 yards. So I decided to switch out the scope with a different one, same thing. Something that really got me confused, reinstalled the old barrel and point of impact is also 2 feet low.!?!?!? Consequently switched the bases around, the cantilever rings around and even moved the mount to the front and back of the scope mount base, no change. Not enough adjustment in the scope to bring it near to zero. Now I'm a little lost. Any and all suggestions are greatly appreciated.
 
1 Did you change ammo type, lot#?
2 Any other alterations while changing barrel?
3 How hard did you torque the new barrel in? Might have twisted the action.
 
1- Did you change ammo?
2- Did you bump the scope?
3- Is your scope mount still torqued to appropriate spec?
4- Is your take down bolt torqued to the same spec as it was with the old barrel?

Considering you installed the old barrel and were still shooting 2 feet low, this rules out ANYTHING to do with the Tac Sol barrel. Double check your take down procedure, torque specs etc. I suspect your problem lies there
