Trader rating - did a deal still no rating

What has to happen for a rating to appear. I did a deal, paid, recieved goods. What is supposed to happen next?

You click on the other party's trader rating, located in their user info. ("HERE")

Then click on the "Submit Feedback For member-X".

Then enter your info accordingly, and wait for the reply-rating from the other party involved.
