Transfers: Does the province of origin matter?

On a bit of a tangent from the other transfer thread, does the province of the seller matter?

From what I understand, transfers are done by the CFO in the province of the buyer (for example, when I call about my pending transfer they send me to the Quebec CFO). But do they have to wait for something from the CFO of the sender's province?

I ask because in the other transfer thread there was someone from my city who bought a pistol from a vendor in Alberta and the whole transaction including shipping was done in a week. I ordered one from an Ontario vendor and it's still pending almost 3 weeks later. I've read a lot about the Ontario CFO being slow buggers and Alberta being super quick, but didn't think that applied since my CFO (Quebec) would be doing all the legwork.
 
My thoughts on this would be that the origin or province where the gun is coming would not matter. The gun registry sends the transfer to your provinces CFO for approval. The only thing the province or origins CFO would deal with is giving the seller of the gun a STATT once your CFO has approved the sale. I am sure every once in a while they get done faster then other times for what ever reasons. I have had them done in two days and also waited almost four weeks and that is all in the last 6 months. Just my two cents worth.
