Transport polar bear fur to a foreign country

An international student came to me yesterday. He bought polar bear fur when he visited Montreal this summer. He wants to bring it to his country. He does not know if he will get trouble. He has all the documents from the seller.

All helps are appreciated.
 
Which country? Import into the US is a negative regardless of paperwork.
For others, all he should need is an export permit from the Canadian province where he obtained it and a CITES permit which he can get from Environment Canada. He'll have to go to Canada Customs for an export stamp on the CITES permit and then show the paperwork to the importing country's customs where he may have to pay a duty. Some countries have a pretty steep duty on taxidermy work and furs, such as Germany. He may also need a letter from the person he got the fur from stating it was legally obtained.

Your best bet is to contact the Canadian CITES office and get the info from them: http://www.ec.gc.ca/CITES/

I'd also suggest to contact the importing country's CITES or customs to see what the regulations are specifically in regard to polar bear, and get it in writing if possible.
