Yes I would say you are correct. Definitely two mounting screw holes there.

Looks like a sako to me, the ones I have also have that teardrop lever that move with the safety switch.
If the actual nomenclature is wrong sorry but I think you’ll get my meaning

I knew I'd seen that teardrop lever somewhere before as well... I think you're on the right path re: an early Sako or Tikka trigger. Here's a picture of a Sako L61 trigger compared to the OPs:
