Unless you know what you are doing, and I assume that because you're asking this question you don't,..it probably falls under the 'bad idea' category.
It never hurts to clean everything well, and use a good grease or lube on the
critical parts, otherwise if you're thinking file or dremel, put them down, back
away, and get an ATT to take it to someone who knows what they're doing!

I think replacing springs most people can do (and there are many webpages dedicated to this and to safety tests to perform after the fact). But like foxbat said, if you want to go beyond basic drop in parts....well.... it probably isnt worth it (especially considering it is a Taurus and parts might be hard to come by).
Not sure what Taurus' policy regarding warranty is if there is any custom work done but I think if you do it yourself, warranty is out the window...
