Trouble with Safari 410 O/U

I just bought a Safari Arms o/u 410 shotgun at the Calgary gun show...took it out yesterday and I am finding some issues. This I don't know. On a O/U, does the top barrel fire first or the bottom? in this case, only the bottom barrel is firing. the top barrel fired occasionally, which is disappointing. It is a single trigger action.
Not sure if a trip the the 'smith is in order or if there is something I can do...I am not sure how to dissemble the action....

any insights would be appreciated

That shotgun requires the barrel release lever to be fully deflected to the right to #### both barrels.

You will hear an audible double click.

If you only push the lever part way it cocks only the bottom barrel.

Yes it fires the bottom barrel first.

thanks! that seems to have done it....I looked on the internet for a manual for this particular shotgun, but was unsuccessful.
