For light bullets you need faster powder. The ttsx bullets are banded per se' and they may be almost as long as other non monolithic bullets but they don't have as much friction from bore contact.
I shoot the 129 grain bullets out of my 6.5x55 T3 and I use 748 or even RL 15 and 760. I start with 260 Rem specs somewhere in the middle. 748 I developed the load on my own from a 308 Win HBR load that shot 135 gr bullets through 1-15 twist rate barrels. Surprisingly it is very accurate with the ttsx bullets and pressures seem to be manageable. No polished brass faces although primers tend to flatten. I haven't been able to measure any expansion on the web either. I think 748 is close to ideal for this bullet in the 264 bore.
